HONG KONG - The Special Administrative Region Government (SAR) of Hong Kong intends to introduce a system of "health code" which allows Travel without quarantine from Hong Kong, Guangdong and Macao SAR when COVID- 19 outbreak situation stabilizes Hong Kong.

Matthew Cheung, Secretary for Administration of the Hong Kong government said Sunday on his blog that Hong Kong is discussing with the mainland and Macao to allow holders of certificates of negative result nucleic acid test COVID-19 to be exempted from mandatory quarantine on arrival in the three places under the system of "health code".

This provision, however, is only implemented when the epidemic is stabilizing in Hong Kong, Cheung said, adding that the HKSAR government will continue to take preventive and control measures with caution and the public are urged to stay vigilant against the epidemic.

Meanwhile, the Hong Kong government is considering to allow residents of Hong Kong Mai Nland holding certificates relating to exempt become compulsory quarantine, which has entered the final stage, Cheung said .

To prepare for the fourth wave of the epidemic that may appear in winter, the construction of quarantine facilities in Hong Kong is in full swing.

Michael Wong, secretary of development of the Hong Kong government said Sunday on his blog that after the first phase of the field Quarantine Bay Penny in the new territories was put into operation in mid-July the construction of the second phase was completed in mid-September.

Wong said the construction work of the third and fourth phases are progressing smoothly and is expected to be completed by the end of 2020, when the total number of units quarantine in Hong Kong will exceed 4,000. construction

Hong Kong government has also begun a temporary installation of hospital and community treatment, supported by the central government. The additional facility to be created at the AsiaWorld-Expo (AWE), a place near the Hong Kong International Airport, is expected to be completed within several weeks.

Hong Kong reported five new cases of COVID-19 on Sunday, involving a local infection of unknown origin. The total number of confirmed cases was taken to 5113 in Hong Kong.
